Major General David L. Mann Commanding General
Major General David L. Mann joins the USAREC team after serving as the Commanding General, 32nd Army Air and Missile Defense Command (AAMDC) at Fort Bliss, Texas. He was designated a Distinguished Military Graduate of Gettysburg College after graduating from Millersville University in 1981. He received a Master of Science Degree in Engineering Management from George Washington University and a Master of Arts Degree in National Security and Strategic Studies from the U.S. Naval War College.
General Mann was initially assigned to the 1st Battalion, 62nd Air Defense Artillery, 25th Infantry Division, Schofield Barracks, Hawaii, where he served as a Vulcan Platoon Leader, Battery Executive Officer, and Battalion Logistics Officer. Following the ADA Officer Advance Course, General Mann transferred to the 5th Battalion, 52nd Air Defense Artillery, 24th Infantry Division (Mechanized), Fort Stewart, Ga., where he served as a Battery Commander and as the Aide-de-Camp to the Commanding General. He was next assigned to the Deputy Chief of Staff for Analysis, Headquarters, TRADOC, Fort Monroe, Va., as an Operations Research Systems Analysis (ORSA) officer.
After graduating from the U.S. Army Command and General Staff College, General Mann served as the Assistant Division Air Defense Officer and Battalion Operations Officer, 1st Battalion, 3rd Air Defense Artillery (BSFV/Stinger), 4th Infantry Division (Mechanized) and deployed to Guantanamo Bay, Cuba, as part of JTF 160, Operation Sea Signal. He was subsequently reassigned to the Pentagon as an ORSA officer in the Directorate of Program Analysis and Evaluation (PA&E) and later served as the Aide-de-Camp to the Vice Chief of Staff of the Army.
General Mann commanded the 2nd Battalion, 44th Air Defense Artillery, 101st Airborne Division (Air Assault) at Fort Campbell, Ky., from June 1999 to June 2001. Throughout this period, elements of the battalion were deployed to Kosovo in support of Operation Joint Guardian. After leaving command, he was reassigned to the Joint Staff as a planner and later served on the Operation Enduring Freedom Current Operations Team, J-3 following the events of Sept. 11. Upon graduating from the U.S. Naval War College, General Mann assumed command of the 108th ADA Brigade, XVIII Airborne Corps and deployed to Iraq in support of Operation Iraqi Freedom. Following brigade command, he served as the Chief of Staff, U.S. Air Defense Artillery Center and Fort Bliss, followed by assignments as the Deputy Commanding General, U.S. Army Recruiting Command at Fort Knox, Ky., and as the Commanding General, White Sands Missile Range, N.M.
General Mann’s awards and decorations include the Distinguished Service Medal, Legion of Merit with three Oak Leaf Clusters, Defense Meritorious Service Medal, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal, Joint Service Achievement Medal with Oak Leaf Cluster, Army Achievement Medal with Oak Leaf Cluster, Armed Forces Expeditionary Medal, Iraq Campaign Medal, Armed Forces Service Medal, Parachutist Badge, Air Assault Badge, Recruiter Badge and the Joint and Army Staff Identification Badges.

General Mann is married to the former Robyn M. Priester of Lancaster, Pa. They have two children, Ryan, who lives in Pittsburgh, Pa., and Lauren, who is married to Staff Sgt. Uili Allen, an Army recruiter. The Manns are also the proud grandparents of a grandson, Te’o Allen.
